How Taobao sample fraud works, and what the sample cannot prove
A sample that passes inspection may come from a different producer than the one that will ship the order. The paperwork trail is what settles it.

Verify a supplier freeA Taobao sample arrives that looks identical to the listing photos, but the producer named on the business licence inside the package is a different entity than the storefront owner. This is the core of Taobao sample fraud: the storefront is a shell for a catalogue of goods produced elsewhere.
The business licence is the only hard evidence
When a sample comes in, open the packaging immediately. Inside, or on the shipping label, there should be a business licence number printed. Under PRC production regulations, consumer goods must carry the licence number of the entity that manufactured them. If the number belongs to a workshop in a rural district, while the storefront is registered in an urban commercial hub, the storefront is acting as a trader, not a producer.
If no licence number is present on the sample or its packaging, that absence is a failure point. Request the document directly. A genuine producer will provide the colour-scanned licence, showing the legal representative, registered capital, and scope of business. A trader or ghost operator will stall, offer a different document, or claim the sample was "special" and unbranded.
Where the real producer hides
Taobao storefronts are cheap to open. The platform’s low barrier to entry means a single trading operation can manage dozens of shops, each appearing to be a distinct manufacturer. Listing volume is a weak signal here. A storefront with 500 five-star reviews may simply have aggregated reviews from multiple sources or been active for a long time, but it does not prove it produces the goods.
The entity behind the storefront is what needs verification, not the shop name. Once the business licence number is obtained, the next step is checking the annual report filed with the State Administration for Market Regulation (SAMR). This document discloses headcount and social insurance contributions.
How to check the registered address
The registered address on the licence often does not match the shipping origin. To check the registered address, use the National Enterprise Credit Information Publicity System. Enter the licence number to pull the current record.
Look for two specific data points. First, the registered capital. A registered capital of 10,000 RMB is the minimum to open a limited liability company in many provinces. It signals a micro-entity with no significant asset backing. Second, the status. A status of "Revoked" or "Deregistered" means the entity no longer legally exists, yet the storefront is still selling. If the storefront is active but the entity is dead, the fraud is confirmed.
What does a disclosed zero actually mean?
In the annual report, the workforce disclosure is the most telling metric. A disclosed headcount below 50 is often inconsistent with the output claimed by a storefront listing thousands of orders. However, a disclosed zero is evidence. A missing figure is a gap. Do not conflate the two.
If the annual report shows zero employees, the entity is likely a pure administrative shell. It has no staff, no production floor, and no capability to fulfill bulk orders. The goods are sourced from a third party. If the figure is missing from the public record, it means the entity has not filed its annual report, which is a compliance violation. Both outcomes point away from the storefront being the producer, but the zero is a definitive negative signal, while the missing data is a procedural failure.
The annual report timeline
Entities in China must file their annual reports within the first half of the year, covering the previous fiscal year. The deadline is May 31. If a storefront has been operating for three years but has no annual reports filed for any of those years, the entity is non-compliant.
This is a cheap check. The SAMR system is free to access. It takes minutes to pull the records. A storefront that is years old but has no filing history is operating in a legal grey zone. This lack of transparency is a hallmark of operations that rely on the platform’s enforcement lag rather than genuine business substance.
Requesting the inspection
If the licence and annual report look clean, the next step is a pre-shipment inspection. This is where the cost hits. A standard third-party inspection for a small batch costs between USD 300 and 500. This service verifies the quantity and quality of the goods before they leave the factory.
The inspector will visit the address listed on the licence. If the address is a residential apartment, not a factory, the inspection will fail to find any production equipment. This is the physical confirmation that the producer is not the storefront entity. Do not skip this step for first-time orders, regardless of how good the sample looked. The sample is a curated artifact. The bulk shipment is where the discrepancy usually appears.
The decision rule
The producer is verified only if three conditions are met. The business licence number on the sample matches the storefront’s licence. The SAMR record shows the entity is active with a filed annual report. The annual report headcount is sufficient to support the claimed production volume.
If any one of these fails, the storefront is a trader. Dealing with a trader is not inherently fraudulent, but it removes the direct supply chain link. The margin is higher, the quality control is indirect, and the accountability is diffuse. For a buyer who needs consistency and traceability, a trader is often the wrong partner. The check is not about finding a "bad" supplier; it is about knowing exactly who is making the product.
You now know what to look for
The records are free and public — reading them is the hard part, because the Chinese company registry is effectively unusable from outside China and the headcount figure sits in filings most people never find. We pull all of it and send you the result in English.
